operating under what he believed were proper orders and you had no
reason to doubt his integrity which would mean that the step to clear
his name is very close. We request that your move to completely clear
Capt. James Kelly should come sooner rather than later.
This action will help to close a sad chapter in the conflict that has
been known as “The Troubles” for more than thirty years and is important
to total reconciliation.
